The man was caught by four medical personnel wearing yellow protective suits and bundled into a vehicle. Video footage, which has not been independently verified, shows a frightened crowd gathered near the scene in the capital, Monrovia.

Tens of thousands of unaccompanied minors from Central America who have recently crossed into the United States will cost state and local governments a staggering $761 million dollars this year, a group that favors immigration reduction has calculated.
The Federation for American Immigration Reform, which is pushing for reduced legal immigration and stronger border security, made its calculation based on federal government data indicating that more than 37,000 children who are part of the recent border surge have now been placed with families across the United States and are eligible to attend public schools. In the midst of the summer recess, Sen. Chuck Grassley (R-Iowa) issued a press release on Aug. 21 concerning a letter he wrote to the Department of Homeland Security seeking details about the release of 36,007 illegal aliens last year who had been convicted of a crime and were released by Immigration and Customs Enforcement (ICE) while awaiting deportation proceedings.

San Francisco (AFP) – Google said it is working on a super-fast “quantum” computer chip as part a vision to one day have machines think like humans.
The Internet titan on Tuesday added renowned researcher John Martinis and his team at the University of California, Santa Barbara, to the Quantum Artificial Intelligence team at Google, according to director of engineering Hartmut Neven. As fighting between the army and Russian-backed rebels rages in eastern Ukraine, preparations are under way near its western border for a joint military exercise this month with more than 1,000 troops from the United States and its allies.
The decision to go ahead with the Rapid Trident exercise Sept. 16-26 is seen as a sign of the commitment of NATO states to support non-NATO member Ukraine while stopping well short of military intervention in the conflict. A plane from the forces of renegade former Libyan general Khalifa Haftar crashed in the city of Tobruk on Tuesday, killing the pilot and a child, a security official said.
“The pilot was killed when his aircraft hit a building during a demonstration flight,” the official told AFP.

NEW YORK/SINGAPORE, Sept 2 (Reuters) – The third cargo of condensate, or ultra-light oil, since the U.S. eased its 40-year export ban has been loaded on a tanker and departed for Japan on Monday, according to shipping sources and data.
Japanese refiner Cosmo Oil chartered Panamax tanker Lian Ping Hu, which loaded the oil at the Teppco Seaways terminal in Texas City, Texas, during the weekend, according to the sources and Reuters AIS live shiptracking. According to the BP 2014 statistical world energy review, the U.S. has achieved world-leading natural gas production, by reaching a new all-time high of 328 billion cubic feet per day (BCPD). World usage of natural gas is about 24% of all primary energy consumed, behind oil’s 33% and coal’s 30%. Over the past five years, U.S. natural gas production has grown over 20%.
This is obviously due to the capturing of natural gas as a by-product to the massive shale expansion, as the shale “fracking” revolution seems to continue its unprecedented growth. No other global energy-producing nation has come close to matching U.S. production gains, while leap-frogging Russia in 2009, along with Qatar and Iran, previous global natural gas leadership aspirants. Documents released last week by the City of Oakland reveal that it is one of a handful of American jurisdictions attempting to upgrade an existing cellular surveillance system, commonly known as a stingray.
The Oakland Police Department, the nearby Fremont Police Department, and the Alameda County District Attorney jointly applied for a DHS grant to “obtain a state-of-the-art cell phone tracking system,” the records show. Almost 13,000 agencies in all 50 states and four U.S. territories participate in the military “recycling” program, and the share of equipment and weaponry gifted each year continues to expand. In 2011, $500 million worth of military equipment was distributed to law enforcement agencies throughout the country. That number jumped to $546 million in 2012.
Since 1990, $4.2 billion worth of equipment has been transferred from the Defense Department to domestic police agencies through the 1033 program, in addition to various other programs supposedly aimed at fighting the so-called War on Drugs and War on Terror. Steven Sotloff, a U.S. journalist beheaded by Islamic State militants, also held Israeli citizenship, Israel said on Wednesday after apparently withholding the information in a bid to stem the risks to the captive.

One freezing day last December in the tiny town of Palestine, Ark., a young man climbed into the police department’s Humvee, turned it on, and drove off on a joy ride.
“It never crossed my mind” that anyone would do that, Palestine Police Chief Stanley Barnes said Wednesday of the incident. The Humvee, which the town of fewer than 700 people got for free through a controversial Pentagon program that gives old military equipment to local police departments, doesn’t have keys. Gun owners are not a “protected group” under the Constitution, according to a philosophy professor at the University of North Dakota (UND).
Jack Russell Weinstein, who is also the director of the Institute for Philosophy in Public Life at UND,claimed that people uncomfortable with open-carry gun owners should simply leave a business or restaurant where the activists are present—even if that means not paying the tab. Bullhead City police were called to the home of Isabella Grogan-Cannella about 1:30 a.m. Tuesday.

US President Barack Obama on Tuesday authorized the deployment of an additional 350 American troops to Iraq, where they will be charged with protecting US diplomats and facilitates in Baghdad.
According to Reuters, Pentagon Press Secretary Rear Admiral John Kirby said the deployment means that 820 American military troops will be operating in Iraq as part of the US effort to beef up diplomatic security against Islamic State militants. More than a dozen “fake cell phone towers” could be secretly hijacking Americans’ mobile devices in order to listen in on phone calls or snoop on text messages, a security-focused cell phone company claims. It is not clear who controls the devices.
ESD America, which markets heavily-encrypted cell phones built within the body of a Samsung Galaxy S3, said it was able to locate numerous towers intercepting mobile communications – but does not know who is running them.
