A University of North Texas police officer shot and killed a student who allegedly threatened him with an ax early Sunday.

The student was identified as Ryan McMillan, who had celebrated his 21st birthday Sunday. University spokeswoman Kelley Reese told the Dallas Morning News. New footage of a fatal police shooting in Texas has been released. The nearly hour-long video shows the 41-year-old suspect, Gilbert Flores, surrendering with his arms up as officers open fire and kill him.

Flores was shot and killed on August 28. The first video of the incident, filmed at some distance, emerged a few days later. In it, Flores appears to raise his hands as Bexar County Sheriff’s Office deputies Greg Vasquez and Robert Sanchez approach. Private companies in Massachusetts like the Cambridge Health Alliance, which operates three hospitals in the Boston area recently staged elaborate mass shooter drills. Others, like the Cranston, R.I., manufacturing firm Taco Inc., put their employees through classroom training to identify exits, hiding places, and methods of fighting back.

“Most hospitals now regularly hold active shooter drills.”

The circle of fear is nearly complete; schools, colleges, sports stadiums, malls, hospitals and large companies are staging mass-shooter drills across the country. Sparta, MO — Police Chief Andrew Spencer resigned this week after it was revealed that he shot and killed an innocent dog that was in a cage and meant no one any harm. To make matters even worse, he took the puppy to a firing range and killed it there because he did not want to deal with finding its home.

Spencer found the dog and managed to get it into a cage using a catcher pole. Los Angeles County sheriff’s deputies have fatally shot a man in Lynwood. Called to the scene because he had a gun, the officers continued firing multiple rounds into the man’s back even as he crawled away.

The man was judged to have been acting erratically and there were reports he was firing his gun into the air at a busy intersection in the LA area. KTLA in Los Angeles has very disturbing video from this afternoon that shows two L.A. County Sheriff’s deputies shooting many, many times at a man who is walking away from them at an Arco gas station in Lynwood.

Police report merely that the incident happened, have offered no information yet on the dead man or what crime he committed that led up to the officers opening fire on him as he walked away from them, at a normal pace.

A Texas police chief is urging his citizens, and citizens everywhere, to buy guns, get carry permits and step in when officers can’t immediately help — or are in trouble themselves.

Hughes Springs police chief Randy Kennedy posted the plea as a Facebook video following President Barack Obama’s Oval Office address where he called for tighter gun control.
