A death row inmate in Texas, who gouged out both of his eyes in jail, eating one of them, has been told that his severe mental illness is not reason enough to commute his sentence. However, alleged racial bias by the jury may be.

Andre Thomas, who was sentenced to death for the brutal murder of his estranged wife, their son, and her baby daughter in 2004, was ruled to be sane enough to be executed by the 5th US Circuit Court of Appeals. A San Francisco woman is accused of stabbing and dismembering her roommate after police discovered decomposing pieces of her roommate’s body oozing from plastic bags in a storage container, prosecutors said Wednesday.

The agency’s new Homeland Advanced Recognition Technology (HART) database will include multiple forms of biometrics—from face recognition to DNA, data from questionable sources, and highly personal data on innocent people. It will be shared with federal agencies outside of DHS as well as state and local law enforcement and foreign governments.
