SUNBURY, Pa. (AP) — Firefighters were back at a nearly 140-year-old central Pennsylvania prison Thursday morning after a blaze that prompted the evacuation of more than 200 inmates reignited.

Flames were seen around 6 a.m. Thursday shooting up the stone walls of a tower at the Northumberland County Prison in Sunbury, a city of 10,000 about 40 miles north of Harrisburg. WASHINGTON (AP) — Renewing a push for paid leave for workers, President Barack Obama on Thursday will call on Congress, states and cities to pass measures to allow tens of millions of workers to earn up to a week of paid sick time a year, the White House said.

He’ll also ask Congress for more than $2 billion in new spending to encourage states to create paid family and medical leave programs. In addition, Obama will take steps to provide federal employees with up to six weeks of paid sick leave to care for a new child. The House of Representatives passed a Department of Homeland Security spending bill Wednesday that effectively defunds President Obama’s November 2014 executive amnesty program.

“The House defended its constitutional authority to make the law of the land in today’s vote to oppose President Obama’s unconstitutional executive actions on immigration,” Rep. The World Bank has underscored the deepening malaise in the global economy, once again revising downward its estimate for growth in 2015. In its latest Global Economic Prospects report, issued earlier this week, the World Bank cut its forecast for global growth this year to 3 percent, having predicted an increase of 3.4 percent last June.

The growth rate of 2.6 percent for 2014 was also well below the forecast of 3.4 percent as a result of what the report called a “string of disappointing” results in the euro area, Japan, parts of emerging Europe, in particular Russia, and Latin America. A California school district has posted online a defense of its use of Planned Parenthood personnel for public school sex-education courses amid new allegations that one of the workers calls herself a “pleasure activist” and another leads demonstrations at a nearby “sex toy porn shop” called Good Vibrations.

Several U.S. Republican senators proposed legislation on Tuesday that would place a moratorium on the release of most of the prisoners held at Guantanamo Bay, Cuba, saying they posed too much danger to the United States and its allies.

An internal CIA panel concluded in a report released Wednesday that agency employees should not be punished for their roles in secretly searching computers used by Senate investigators, a move that was denounced by lawmakers last year as an assault on congressional oversight and a potential breach of the Constitution.

The Mexican government on Thursday will start issuing birth certificates to its citizens at consulates in the United States, seeking to make it easier for them to apply for U.S. work permits, driver’s licenses and protection from deportation.

Until now, Mexico has required citizens to get birth certificates at government offices in Mexico. That means the Boston Police Department and the Massachusetts State Police would fall under the authority of the US Secret Service, Department of Homeland Security, and Federal Bureau of Investigation, which would be in charge of security operations.
