The Arizona House of Representatives killed, then resuscitated, one of Speaker David Gowan’s key bills, giving him a comeback win in a Thursday evening vote.

House Bill 2568, which gives developers the authority to levy property taxes on homeowners, is now headed to Gov. Doug Ducey’s desk.

Total US rail traffic in April plunged 11.8% from a year ago, the Association of American Railroads reported today. Carloads of bulk commodities such as coal, oil, grains, and chemicals plummeted 16.1% to 944,339 units.

The coal industry is in a horrible condition and cannot compete with US natural gas at current prices. Coal-fired power plants are being retired. Demand for steam coal is plunging. Major US coal miners – even the largest one – are now bankrupt. So in April, carloads of coal plummeted 40% from the already beaten-down levels a year ago. The U.S. government’s latest plan for offsetting the harm to migrating salmon from a series of dams in the Columbia River watershed violates the Endangered Species Act, a federal judge ruled on Wednesday.

According to Falls County Constable Richard Aleman, two juvenile boys were hunting for rabbits late Tuesday evening when they noticed suspicious items under a bridge near Farm to Market 1963. The number of illegal immigrant families and unaccomanpied minors apprehended at the U.S.-Mexico border has soared in recent months, according to statistics released Wednesday by the federal government.

According to U.S. Customs and Border Protection (CBP), 27,754 unaccompanied children were taken into custody by border officials during the six months ending March 31 — the first six months of fiscal year 2016.
